Layered surveillance for facilities that can't fail.

Government buildings, utilities, data centres and transport infrastructure are not protected by more cameras. They are protected by zones, each with a defined job, a defined standard, and a record proving it was met.

Concentric security zone model Four nested zones around a critical asset: the outer perimeter with detection, the approach and grounds with vehicle recognition, the building envelope with access control, and the interior critical area. ZONE 1 Perimeter ZONE 2 Approach & grounds ZONE 3 Envelope ZONE 4 Critical asset Controlled entry
Camera position Detection Access controlled Critical asset

Four zones, four different jobs.

A camera specified for a perimeter is the wrong camera for a doorway. Designing by zone means each position has a stated purpose and a measurable standard, rather than a model number chosen from a catalogue.

ZONE 1

Perimeter

Detect presence at the boundary and classify it - person, vehicle, or neither. The standard here is reliable detection at range in poor conditions, not facial detail. Thermal and long-range cameras earn their cost in this zone and nowhere else.

ZONE 2

Approach & grounds

Identify vehicles and track movement across open ground. Plate capture at controlled entry, wide overview across car parks and service yards, and enough overlap that a person crossing the site is never handed off between blind spots.

ZONE 3

Building envelope

Every door, loading bay and ground-floor opening, tied to access control so that each entry has both a credential record and a matching image. This is the zone auditors ask about first.

ZONE 4

Critical asset

Server halls, switchgear, evidence stores, cash handling, controlled substances. Identification-grade coverage, longer retention, and tighter access to the footage itself than anywhere else on the site.

XEON FIELD NOTE

The failure we find most often on existing high-security sites is uniform specification: the same camera at the fence, the door and the server room. It over-specifies the perimeter, under-specifies the critical area, and produces a system that costs more than it needed to while still failing the audit.

Where this model applies.

Different sectors, one common requirement: the system has to keep working, and it has to be able to prove what it saw.

Government

Municipal and federal buildings, courts and civic sites, with public-access areas that need coverage without over-collection.

Utilities

Substations, water treatment and pumping stations - often unmanned, remote, and dependent on perimeter detection.

Data centres

Layered access from fence to cage, with per-rack identification coverage and retention that satisfies client audits.

Ports & logistics

Long perimeters, vehicle recognition at every gate, and footage that can be matched to a container and a timestamp.

Healthcare

Controlled substance stores, emergency departments and car parks, designed around patient privacy requirements.

Education

Campus perimeters and entrances, with coverage planned so that teaching spaces stay uncovered by design.

Footage nobody can challenge.

On a high-security site the recording is only half the requirement. The other half is being able to show that the system was specified correctly, worked at the relevant moment, and that the footage has not been altered since.

What we deliver on handover and why it matters
RecordWhat it containsWhy it matters
Coverage planEvery camera position with its field of view and zone assignmentProves an area was covered at a given date
Commissioning recordLens, resolution, mounting height, tilt and measured night range per cameraShows the system met its specification on the day it was signed off
DORI classificationDetect / observe / recognise / identify distance for each positionSets what the footage can reasonably be asked to show
Retention policyDays held per zone, overwrite behaviour, and export procedureSatisfies audit and data-protection review
Access registerWho can view or export footage, and what that action logsEstablishes chain of custody for evidence
XEON FIELD NOTE

Insurers and investigators increasingly ask for evidence that a camera covered a specific area at a specific time - not simply that cameras existed. A coverage plan and commissioning record turn a contested claim into a settled one. Ask any provider for both before signing, including us.
